CPSIA Certification Solutions

CPSIA Certification Solutions

Companies are finding it difficult to comply with the Consumer Product Safety Improvement Act (CPSIA) in the dynamic regulatory environment of today. For children's products, the US Consumer Product Safety Commission (CPSC) adopted new certification requirements that went into effect in February 2013 and will result in a number of significant changes, including but not limited to corrective actions, tracking material changes, and the creation and storage of testing and product-related documents. To be certified as a children's product, a product must meet certain conditions.

A Reasonable Testing Program is needed for softline and hardline products. However, the CPSC made the decision to "reserve" particular program requirements in October 2011, leaving it up to manufacturers and importers to decide on the most suitable actions in light of the available information and planned regulations. This creates new difficulties for businesses in figuring out if the merchandise on their shelves complies.

Partners in the supply chain are asking:
• What modifications are necessary to achieve the updated standards for children's product certification?
• What does a reasonable testing program for items marketed to adults include?
• How is compliance across the supply chain easily verifiable?

FAQ - FREQUENTLY ASKED QUESTIONS

Despite reservation of the section, is documentation storage still necessary for a Reasonable Testing program?

In particular, if there is a problem with non-compliance, the CPSC may ask for documentation for any certification testing program, including those for products intended for children and those not intended for children. A company must record its Reasonable Testing Program even though there are no specific rules established for non-children's items in order to be ready in the event of a CPSC assessment.

A company won't be able to demonstrate that their program offers a high degree of confidence as needed by law without the correct documentation, which is essential for providing the required documents. Our Product Technical Folder helps your certification program for either non-children's or children's items by serving as a central repository for all of your required documentation so they are quickly accessible upon request.
